APCD Industrial Decarbonization Fund Informational Meeting #1
The Air Pollution Control Division is holding public information sessions in July on the development of the state-managed Industrial Decarbonization Fund. The division is required to request a rulemaking to establish the fund, as required underColorado Air Quality Control Commission Regulation 27. Regulation 27 is also known as Greenhouse Gas Emissions and Energy Management for Manufacturing (GEMM). The fund would serve as a last resort compliance mechanism for GEMM 2 facilities if they have met onsite reduction obligations and can’t obtain credits from the market. The purpose of the fund would be to finance other industrial decarbonization projects near or in disproportionately impacted communities. These sessions will provide an overview of requirements in Regulation 27 and the timeline for concept development, rule drafting, and stakeholder engagement.
